【要点】
・欧州委員会は、現行のEuropean Union Agency for the Space Programmeを将来のEuropean Union Space Services Agency（EUSPA）へ移行させるstandalone regulation proposalを公表した。
・提案の狙いは、新組織の業務継続を保証しつつ、任務と運用ルールを明確化することにある。
・EUSPAはもともと2021年から2027年のUnion Space Programme実施機関として位置付けられ、2023年にはUnion Secure Connectivity Programmeに伴う追加任務も与えられている。
・今回の案では、2028年から2034年にかけて、European Competitiveness FundのもとでUnion Space SystemsとSpace Policy Implementationに関わる実行役を担う構図が示された。
・対象領域にはsatellite navigation, Earth observation, secure connectivity, space situational awareness, space transportationが含まれ、civilとdefenceの両用途を視野に入れている。

欧州の宇宙政策は、個別programの運営から、制度面を含めた実行体制の再設計へ進みつつある。今回の提案は新しい衛星systemの発表ではないが、Galileo, Copernicus, IRIS²のような既存・将来施策を継続的に回すガバナンスの土台を固める動きとして重要だ。宇宙を産業政策と安全保障の両輪で扱うEUの姿勢もより鮮明になっている。
